It is said that during the time of peace, the 8th Raikage declared that all nine of the tailed beasts were needed to be sealed away. Over the span of the world’s history it had been proven time and time again that the nine Bijuu have been the cause of wars periodically as these massive weapons of war were sought after constantly. Even Madara Uchiha, or Tobi, made a grand endeavor to capture all of the nine Bijuu to form the Ten Tailed Beast which was said to be sealed away by the Sage of the Six Paths at the beginning of the ninja world. Using the Ten Tails gigantic amount of power he would cast a Genjutsu over the world and force everyone to peace. The rest of the four countries agreed with 8th Raikage’s proposal and even though the death of the Jinchūriki was imminent they continued with the operation. Most of the Jinchūriki lost their lives during the extraction process and those who survived were never the same. However, to the understanding of why it must be done, the entire group who possessed the Bijuu came to terms with their fate. In accordance with the proposal the Seven Swordsmen of the Mist, a legendary faction within Village Hidden in the Mist was also to be disbanded and the swords sealed forever, as they too were like the Bijuu and nothing but weapons of war. People had to make sacrifices for the greater good of the world and all the Kage knew this for a fact.

The process of the Bijuu extraction was done in secrecy somewhere in the Land of Fire. Deep underground it is rumored that after the Jinchūriki was removed of the Tailed Beast, the Bijuu was restrained (or willing to be sealed away, for that matter) and had several seals placed upon them that held their immense powers back. Locked within cages, they would slumber for all eternity, never to be seen or used as weapons again.

One of the Bijuu, the Kyuubi or Kurama for those who were allowed to learn his name, was one of the tailed beasts that went along with the plan. The typical wild nature, suppressed by Naruto Uzumaki during their time together, had all but disappeared from him and he in turn taught the same to the other Bijuu. Kurama knew that by adhering to the plans of the Raikage their minds and bodies would be freed of the destiny that had always befallen them before. Kurama, acting as leader for the Bijuu, allowed their minds and bodies to be put under the seals and caged away. Some people who believed that the fate of the Bijuu should not be so imprisoning fought hard and bravely against this treatment the Kage assured anyone’s false beliefs with smooth words, stating that “The Bijuu were sealed into an ‘alternate reality’ created by a Genjutsu and Ninjutsu master, where they may live their lives how they see fit without creating chaos to the world. The Bijuu knew, as much as all of us, how terrible their powers were and knew that for as long as they existed outside of protection war would continue to grow between us.”

The facility, though hidden, is controlled by members of all five nations so no single country would hold such responsibilities in their hands. At first it was debated that the sealing should take place in a neutral country, however, the Land of Fire proved to be assets to peace more than any other and so it was decided it would be built underground, in their territory.
