Dual Wrist-Mounted Poison Senbon Launchers
- Both are comprised of a five part segmented device with barrels on top where the senbon are loaded and soaked inside the barrels when the strings are pulled. Wires on the back of these facilitate the launching of the weapons. It is usually kept concealed underneath the sleeves. If a senbon pierces the skin, the target will be poisoned for 15 posts, and per each needle that connects the duration of the poison increases and will count as an additional counter. (i.e. If 2 needles hit the person, the poison lasts for 30 posts and a duration post will count as 2 instead of 1 post.) ~ Physical, Affliction / Poison*

• Physical Description || Shuei is very slim, and well built with tight lean muscles, making him more durable in combat. His body is toned and well defined, being lean and thin with the absence of excess bulk. He may seem a bit frail to most hardcore fighters, but he is still dangerously powerful. Moving to Shuei's face his most noticeable feature here would be his bright crimson eyes. Crimson being an abnormal eye color to naturally, the uniqueness of the color makes them stand out. his eyes seem to have a rather nice almond shape to them while his lash-line appears to be darker then normal, which seem to draw attention to his eyes more.
  
  The features to his face are strong, however they don't overpower his face, instead they come together rather handsomely and masculine. His skin is fair, not being completely pale or tanned, he sits in between with a slight color to his skin that is not to light nor to dark. Shuei's lips have a very feint rosy hue to them which can twist into a sadistic smirk or fall and remain emotionless as well. Shuei's hair could be considered mid-length, being in a nice dark azure color it falls behind the nape of his neck, layers being cut so that it appears shorter at the front of his face and some on the sides of his head and at the back. A few of these layers curve inwards to sit on his cheeks, while the majority of the others tend to flip away. Shuei's bangs are rather long, reaching down to touch the tip of his nose. However they are cut rather uniquely so they do not interfere with his eye sight. A long chunk of his bangs usually hangs down between his eyes, curving slightly to the side.
  
  Shuei's attire mostly consists of black, wearing a pair of fitted black pants with some silver like details on them over top of a pair of black boots. He also wears a thick silver like belt covered in matching studs. Long gloves cover his forearms almost to his elbows, also being in a black with an azure sheen. Resting on his wrists are thick bracelets, the ones on his right hand have studs much like on his belt while the ones on his left hand do not. Shuei wears a dark azure shirt that fits him rather well. The shirt comes up all the way around his neck much like a turtle neck. Over top of this t shirt Shuei wears a black jacket which has some silver details to it. The collar to this jacket is flipped up and the jacket reaches down to touch the back of his calves. Around his neck Shuei wears a pair of silver cross necklaces, one hanging lower then the other and both vary in size and the details of their shape.

Personality || Since he was a boy, Shuei wasn't the type to do as others did. He'd always find ways of doing things on his own terms and range of abilities. He's always been mature far beyond those of his age and even though he is slightly anti-social, the young man takes interest in taking care of others and even protecting those he doesn't know or deem as innocent until proven otherwise. Mostly he keeps his emotions to himself and only rarely opens up. His mellow nature seems to belie his age, as several characters mistake him for being a few years older than he really is.

History || Born into the Setsuna clan, however, Shuei never had the chance at finding his origins though. As when he was an infant, he and his clan had been seperated from an on going war down the middle of the Land of Fire and the Land of Water. The end result of this war came to the near or absolute extinction of the Setsuna clan. However, this boy was lucky enough to have survived a trivial matter thanks to a wandering bypasser from one of the villages nearby. The woman had saved the boy's life and soon discovered the boy's unique trait in his eyes at the age of one. Following this, she did research on why the infant's eyes; rather the irises, were in the color of blood. Discovering later that the traits belonged to the Setsuna clan, a deprived clan from the Uchiha. Indoing so, she named him Shuei Setsuna. Though, she lived a short life and became deceased at the age of twenty-one, her name was Chizuru Higurashi. The boy was around the age of six when she departed from him, so the boy remained where she had left him without warning. Kirigakure no Sato.

Within this village, Shuei was living under the conditions of a landlord and a former friend of his deceased gaurdian. It was always slightly tight to keep up with the rent and other expenses while training within the Academy for young Ninjas. Shuei managed to balance everything accordingly to what would be, though he'd rarely had any free time or time to be lax. Responsibilities were forced on the boy at a young age, and with small support was he able to graduate the Acadamey at a quicker rate than others. By the age of nine, Shuei was considered Chuunin potental and undergone the exams to proceed as one. With missions flowing in and out at his current rank, he was capable of making payments, savings, and expendible spending. Though it wasn't enough, Shuei was always considered an outsider to the Village since he wasn't born there. Making him an easy target for anyone to pressure him about. Nonetheless he , unlike most others, took the time to read and learn new things. Lucky for him his rented room had books from centuries ago. Still managable to be read as if never decayed by history. Through his studies he shaped his training on the philosphy of one of the previous Mizukage's of the village.

After many months of training each new element respectfully one after the other, Shuei managed to master and create a new style that the book helped achieved his goal to being one step closer to being stronger. As the Chuunin Exams undergone, Shuei was capable of achieving all the accomplishments set before him. Reaching to the top finals where he demonstrated his newly formed style that gave spectators a shock. It has been centuries since the last witness of the infamous style known as Vapour Release; sometimes known as Boil Release. Using this ability gave Shuei the upper hand in the dual against his opponent that soon lead to submission from the acidic jutsu. Shuei's own feat embarked him into being a Special Jonin at a young age, eleven to be exact. Though he didn't stop his own improvement there, he later on mastered the earth element into his chakra. It was odd, but as another demonstration shown to the village, Shuei was capable of using Lava in his techniques which came to terrorize his enemies instantly. Through the end chapters of his aiding books, it seemed there was nothing left to teach him. Though this was mistaken easily as the Mizukage took great interest in him, and so thier relationship between master and student began. Though it wasn't too far fetch where this would lead into. In an instance it was already decided who'd become the next Mizukage, or so people assumed.

It wasn't Shuei who'd be in next position or recommended but instead another Ninja who had previously shown great skills of leadership and Ninjutsu, however, Shuei felt unease with this other Ninja being Mizukage. Under his suspicions it became true that deemed correct. This Ninja was going to abuse the village into being a drug importing industry and as the current Mizukage was incapacitated to do much, Shuei took actions under his own hands. Before long, the two ninjas clashed on one of the importing areas in the village. However, the young ninja didn't attack or proceed unrationally, after all it would easily be misunderstood what happened if he hadn't taken the right precautions. In doing so, he managed to defeat his opponent and caputre him alive. Though to his knowledge he knew quite little but forced thhe information onto the Mizukage and the elders in charge of the village at the time being. They instead chuckled knowing full well of the plan as things took a differenet turn. Despite this, Shuei was told to let the future Kage go by his mentor, his teacher, the one who he sought to be like. Instead Shuei had butchered the ungaurded men and woman. The current Mizukage was silenced and so were the other except for the captured man who knew of the whole operation. Shuei had turned him into the village's defenses and the sought of this came to the conlusion of Shuei being justified of his actions towards the village. In the end Shuei Setsuna became the 4th male to become the Mizukage in its history and proved himself worth of entitling the postion as Kage though his generous nature and leadership.
